  • The Government of Ghana has instituted several programs to address the country's current unemployment and underemployment challenge. In 2016, the World Bank compiled an inventory of youth employment programs in Ghana, totaling about 40 programs, both public and private sector led. An analysis revealed that the programs are mostly focused on skills development, apprenticeship, and entrepreneurship trainings. Public sector-led programs had broader outreach and a lower unit cost than private sector-led programs. This review serves as an update to the inventory but focuses solely on government-initiated programs. The review, which provides simple, easy-to-consume information, covers programs that provide jobs but may not be solely targeted towards youth. However, most of the programs do include the youth demographic as a target. This review is structured to facilitate comparison among the programs to guide potential policy and investment decisions by the government and development partners. The results of this study are based on a combination of a review of existing literature, field visits, and data reviewed by representatives of the programs profiled.
